Problem with the Fans something else

I've had this problem for awhile but can't figure it out. About 10 minutes after starting the car, both fans kick on on my GS and stay on.

The other thing is that when driving down the road or shifting, the gas or seems to stops momentarily as if it was in nuetral and kicks back in.

I don't know.

Please help

The second fan is part of the air conditioner and when it kicks in (cycles), maybe that is what your feeling.
