If there is no code stored on the computer - the light wont flash. Easy way to test that is unplug a sensor and run for a few minutes which wil definitely store a code in the computer. Also if the test light is polarised then B+ is positive and FEN is negative.

Definitely replace cap & rotor if you dont know when they were last replaced. If you have access to a known good disty then you can clearly rule out the ignition module (maybe buy a disty for testing and return it?). You need a timing light to check timing - most part stores lend those for free....

Here are some common first steps -
- Perform normal maintenance (Plugs, wires, rotor, cap)
- Check for vaccum leaks
- Check timing
- Reset ECU

Did you test it with the disty still attached to the engine? Take it out completely and test it. I agree with pat - its a good idea to get a known good disty - it will definitely help you localize the problem. One common problem with our distys is a bad ignition module - search for HEI mod.

Usually the ignition module is the one that fails (in the disty) and the HEI mod is supposed to replace that defective module. Unless you are entirely sure that the Cam Angle Sensor and Ignition Coil (rest of the disty components) is toast you can probably safely do the HEI mod and salvage your disty.
