The wiring is not compatible - as you have already found out. You need to get the wiring diagram for both 96 OBD2 B6DE (which is not the same as the online manual 95 OBD1 B6DE) and the 91 BP harness. The one you bought is an underdrive pulley - not a direct replacement aftermarket part...... Underdrive is not a company name.... I think if you use underdrive pulley you have to get different belts - and shave of some metal from the oil pump housing etc - do a search and you will find lot more info...

There is a connector under the backseat that connects to the fuel pump and fuel level sensor - if something is wrong with that connector the pump and gauge wont work. No pump means no gas and no go. Check the connector for loose connections, corrosion etc...

Do you have the obd2 connector inside the cabin? Does it say anything about obd2 compliance on any of the labels (door pillars, under hood etc) - just make sure that you actually have obd2 before going through all the hassle. Check for vaccum leaks - one good way is to spray wd-40 around the intake hose (manifold too) and see if the idle changes - that will tell you if there are any leaks that are not normally visible (like gasket leaks). 2nd Change both fuel filters and check fuel pump. More likely you have a leak in the rubber air hose - when you cleaned it you probably cracked it.
