Spooling is just a term <p>for the little turbine inside the turbo....<p>The turbine inside of it always is spinning to some extent, but depending of what kind of turbo you have and how your car is tuned, the turbine normally spins up(spools up) to the point of giving boost and Torque at around 3000...
