I did not end up drilling any holes. after adjusting it and playing with the hood pins and working few other stuff out, I ended up with pretty good results, now the hood goes much lower and looks better on the car. Thank you all for the advice i really appreciate the help.

you can also buy a few products from canadian tire that help the defogging. I've never tried tem but i've seen them on Canadian tire shelves.
