I know because I just replaced 3 of them

Quirky electronics in those beeper units. Mine killed defrost but still worked on the other stuff. The best fix I've found is take the box out, pop the cover, find the beeper and take it out altogether

So I finally got it working. Turns out it was a bad timer box. Let this be a lesson to future generations. Just because the key light works off that box
don't mean the defroster will. I can attest to that.
