gas mileage horrible and major oil consumption

When I first got the car before the rebuild, I was getting 32 mpg. I have a 94 1.6 dohc with 50,000 mi on the rebuild. I get a constant 23 mpg whether I drive conservative or aggressive. With AC, or without AC. I have smoke out the tail pipe at start-up and occasionally upon acceleration. The plugs are clean. I go through about a quart of oil every 400-500 mi. It runs pretty well otherwise.
Any ideas???
Air / fuel mixture off maybe???
timing belt off by a tooth???

Valve seals leaking hence smoke on start up. Add a quart of Rislone on your next oil change it may help reseat your rings.

I think you have 2 problems, both of which are due to the rebuild. The valve seals being the first. Do you by chance have a fuel leak? Check the injectors for leaks.
