Rusting Windshield wiper arm

The tip of one of my windshield wiper(the arm part of it) is rusting a bit. I've been able to remove the rust with like CLR but it keeps coming back after a couple weeks. Does anyone know what I can do to stop it from rusting back all the time?

just sand it down and spray it with black rust proof paint<P>and my brother edited my message and it said some stuff thats not true<BR>prob cause hes just unsure about his sexual preference<p>[ October 28, 2001: Message edited by: Marlon ]
