Top one is NA Spec and bottom one is J Spec. Both OEM, and both urethane.

The ones shown in the top picture were also used in Europe, in fact if you look closely on those sideskirts they are marked "Eunos", they were my favourite oem sideskirts, extremely rare in NA.

I must be quite fortunate then because I've had 3 sets pass through my hands in the last year. Yes, everyone of them had the "Eunos" stamp on the inside. I believe it would be a safe bet that all of those have those stampings. At first I thought the same as you but came to realize that this was just an inheirent characteristic. It's quite possible that this may be fairly similar to the front chin spoiler situation. Both europe and Japan used the same front bumper, yet the European GS model had the same GS front lip as Canada. The Japanese front chin spoiler however was different and it looks by all accounts that it didn't make it to Europe or to Australia. The sideskirts in the top picture was a generic oem option available from Mazda NA and I relly wouldn't consider them "extremely rare" whatsoever.
Here's some pics of the J Spec front chin spoiler;

The reason you may have come into contact with several in the Ontario area is because about 2-3 years ago Oscar from Pakfeifer Canada managed to find a large quantity of them in the States, there was like 40 sets or something like that, all brand new, unused, they were just sitting in some wholesalers warehouse. Oscar managed to import them and then sold them off to whoever was interested, that is why there is more of them in the Ontario area, previously before this happened almost no one had these side skirts. I still consider them extremely rare.
