A buddy of mine got '00 neon and recently he said that when shifting, rpm's stick for some time, what would the reason be to this? I thought maybe his clutch

You mean when he presses in the clutch and lets off the gas.. his RPMS dont drop? First thing I would check.. assuming I am getting this right from you.. would be the throttle return spring.. never seen under the hood of a neon so for all I know it doesnt even have a return spring.. but its as good of place to start as anything else. BTW.. happy belated birthday dude.
