I think what he's trying to say is that if you use the Civic projectors you can increase your stab skill by 10, 15 or 30%. It also increases the chance of your amputations skills caused critical strike by five, ten or fifteen percent.

I had been wondering how to increase the chances of causing critical strike with my amputaion skill...so that's a relief.
