No. With it bypassed, the IAC can't work to control the idle. He's more likely fail the idle test.
Idle test??? :confused2:

For my emissions test, they just hooked a meter up to the exhaust, and it still passed with the bypass fitting. I'm guessing your's is done to a higher standard??

I think our tests are done by California standards so pretty strict. There's the idle test and the 40 km/h dyno test, I'm passing the idle test fine, it's under load that I'm failing HC and NO.

Is it 40 km/h? When they did mine it was an idle and 3000 rpm test.

Well, it has to be at a certain gear/rpm range too. Ya, I'm pretty sure it's about 40km/h for us too, but the e-test papers looks like it suppose to be at 2525rpms, so it would be close to 3000, but probably depends on the machine, but I'm pretty sure I remember him looking at a screen with the speed and he was in the 40's.

My second test I was too low for the rollers and they only did a "2-speed idle test", where I passed with flying colors.

Actually the rpm range only matters at idle, everything else was speed based. One time it was 29xx rpm causes he was in 2nd at 40 and the other it was 21xx cause he was in 3rd. Damn maybe I should put on a bodykit so I can do the 2 speed as well :P
