PS needs te fluid as lubrication. If you dry it out, it'll wear out and you won't be getting it back without a new rack.
People put loop back lines to keep fluid inside, would be the best bet to save the life of the rack.
I thought all 1991-1995 Mazda 323s had manual steering?
