E-brake spring

E-brake spring

So during a random tire cleaning i noticeed im missing the e-brake spring on the right rear...Is this spring included in the "all-in-one-kit rear from autozone dot com? http://www.autozone.com/autozone/catalo ... tId=268329

And second question.... Might be dumb... But are those screws that screw into the drum really needed? i ask cause when i screw them on even slightly tight they make the drum hard to turn...
