Can't read codes

I have tried both K801 and KL36 ECU. I jump TEN and GND with a paper clip. When i turn the key to ON position the CEL just stays on all the time. It doesnt flash or go away. I've tried searching and it seems a few have had this problem but it doesnt seems like anyone hav solved it? Any iinput?

Some Probe guys have to jump TEN and a different ground, like the neg battery terminal.
Now with Moderator power!

Maybe you have no codes?
