Where can I order these shims and the 'special tools' needed to install them?

If it is the SOHC I belive they are self adjusting, 0 lash, hydraulic tappets. They have to be replaced, not shimmed.

The only way you'd need shims on that style lifter is if cut the valve stem to short after doing a valve job on the cyl head. If they cut the valve stem height to the OEM specs then you don't need shims at all. You would then need to replace the lifter as it is damged internally. They use oil pressure to stay pumped up to full height, hence the name "self adjusting".

Even then you can't shim a HLA due to the way Mitsubishi designed them.
