The way mazda developed the fuel system on these cars along with the MX-6 and Probe is the fuel pump does not start pressurizing until the distributor senses the motor is turning. Yeah, if u tell Ryan its for a K8 ECU then he will automatically assume you are running the JE-50. If you sent him a KL ECU then you can use your KL-02 VAF. And yes it makes a big difference.

13.7 is way too lean for all motor.
13.0 is what all tuners consider the optimum all motor air/fuel.

Driving around normal doesn't really matter what it reads, same with it at idle. The main thing is wide open throttle you want it to be about 13.0 or the closest to it for as musch horsepower as possible for a N/A Motor.

The little Vacuum line is a vent from a sensor on the back of the motor. To be completely smog compliant it has to recycle and aire vented back into the intake. So its completely OK for it to be open, but all you would have to do it tap it into the intake tube.
