I've been thinking this too, but I was looking at Mazda 3 steering wheels. Most on ebay are with out the air bags, which cost a lot to replace. But I figured I could make a fiberglass piece to fit where the air bag was. I would love to know if the wheel splines would match.

Without pics of the rust and such its hard to say for sure, but you probably have the right idea. When you get your etch primer, be carefull alot of primers are not waterproof.
