Try checking the connector for the IAC and make sure it isn't checked and broken. This just happened to me and took me a while to find.

Try using a gasket sealant on the rubber gasket between the TB and IAC, I had the same problem. I read somewhere that since it's a squish gasket it could leak if you take them apart. Worked for me, anyway.

I'm not sure about the inner seal, I honestly didn't notice, but I haven't had any brake problems since it's been in.
And it looks like you have ABS, I'm not sure if it's any different, but I don't have ABS.
