There are plenty of "cheapo" ways of dealing with surface rust, if you dont want to spend the $30 to get them professionally polished. The easiest way of doing it is with white vinegar, just let it sit overnight and dry the next day. Or Use the search, somewhere is a electrolyte bath how to.

Personally I dont trust many things on ebay, but thats just me. I would rather go for the spyder projectors.

Blown strut- "bounces" when you push down on the car.
Worn bushings- "rattling" noises/wandering on the road.
I would check your control arms, ball joints, sway bar mounts, ect.

You cant take the rear quarter pannel off, unibody design. Depending on the damage a reputable shop would be able to fix it? do you have pics?
